PIR Center launches competitive selection for participation in the final seminar of the educational project "Nuclear Nonproliferation: History in Faces" .

The goal of the project is to preserve and transmit the historical memory of the role of Russian diplomats and the military in shaping the modern architecture of arms control, disarmament and nuclear non-proliferation. This project has no analogues in Russia and is designed to expand the understanding of the younger generation about the processes and events in such a traditionally non-public area as Russia's nuclear policy and diplomacy. The project will allow young international specialists to improve their skills in these issues, as well as to share the results of their own research on topical problems of the nuclear nonproliferation regime.

The project involves two stages - remote and face-to-face. The remote stage of the project includes a series of eight video interviews (in Russian) with Russian participants in key events in the field of nuclear non-proliferation and arms control. Video materials will be sent to the winners of the competitive selection to prepare for the seminar with video interview experts, as well as posted on the PIR Center educational portal.

As part of the face-to-face stage, which will be held from December 3 to December 5, 2022 in the Vladimir Region on the basis of the Zhemchuzhina Zolotoy Koltso park-hotel, the winners of the competitive selection will be able to discuss the results of the project and listen to the speeches of leading Russian experts in the field of KVRN within the round tables "Actual Problems of the Nuclear Non-Proliferation Regime” and “The Future of Arms Control and the New Security Equation” , as well as ask your questions.

The seminar is expected to be attended by such prominent Russian experts as:

  • Lieutenant General, Chairman of the Council of the PIR Center, Head of the Center for Political and Military Research of the FMP MSU E. P. Buzhinsky ;

  • former director of the Department for Security and Disarmament of the Russian Foreign Ministry, professor at the Moscow State Institute of International Relations of the Russian Foreign Ministry, former Russian Ambassador to New Zealand M. N. Lysenko ;

  • lieutenant general, former deputy chief of the Main Staff of the Strategic Missile Forces V. F. Lata ;

  • former adviser to the general director of State Corporation Rosatom V. P. Kuchinov ;

  • former Chief of the Main Staff of the Strategic Missile Forces, Colonel-General V.I. Yesin and others.

The seminar will be combined with the annual Timerbayev Debates on Topical Issues of Nuclear Nonproliferation Policy, which are traditionally held in a hybrid format with the participation of high-ranking Russian and foreign experts as jury members.

The working language of the seminar is Russian.

Conditions of competitive selection


The competitive selection includes an essay contest on the topic "The Role of Russian (Soviet) Diplomats and the Military in the Creation and Strengthening of the Nuclear Nonproliferation Regime". Subject of the application letter: "HIS Essay Contest_Name". The candidate's resume must also be attached to the letter.

Optionally, the applicant may submit any other materials that, in his opinion, will allow a better evaluation of the application (for example, a list of publications demonstrating interest in CVRN issues). Requirements for the design of abstracts and essays: documents in Word format, Times New Roman font, size 12, spacing 1.15, the title of the document is the same as the subject of the letter. The winners of the competitive selection in both directions will be invited to the final seminar of the project in the Vladimir region, where they will be able to communicate live with the participants of the video interview and discuss topical problems of the nuclear nonproliferation regime within the framework of round tables.

Summing up the results of the competition: November 1, 2022.

Target audience of the project

Participants from 18 to 25 years old from Russia, Kazakhstan, Belarus and other neighboring countries are invited to participate in the competitive selection. Travel from Moscow to the seminar venue in the Vladimir region, meals and hotel accommodation will be paid by the organizers. Travel expenses to Moscow and back for non-resident participants are covered by the sending party. On the basis of individual applications, the PIR Center may consider paying for air travel for participants from distant regions of Russia (Siberia, the Far East), as well as from the CIS countries.

The project is being implemented with the support of the Presidential Grants Fund, as well as with grant support from the A.M. Gorchakov.
